Belize signs first: a five-year UN partnership for the whole English- and Dutch-speaking Caribbean
Belize has become the first country to sign the United Nations' new Multi-Country Sustainable Development Cooperation Framework — the five-year partnership, covering 2027 to 2031, that will steer UN work across the English- and Dutch-speaking Caribbean. Foreign Minister Francis Fonseca signed alongside UN Resident Coordinator Raúl Salazar during UN Week in Belmopan, under the framework's banner: 'One Caribbean, One Framework, One Future.' It targets economic diversification, ecosystem resilience, integrated services and citizen security across 22 countries and territories. The partnership it extends is not theoretical: 15 UN agencies were running 171 programmes in Belize in 2026 alone — school feeding, solar panels in schools, disaster preparedness, justice reform — and the previous framework delivered 161 projects at roughly $25 million a year. Fonseca's test for the new one was plain: it 'must translate our commitments into action on the ground.'
