Michoacán moves to give its neighborhood dogs and cats legal protection

State lawmaker Sandra Arreola Ruiz introduced a bill in Michoacán's congress to formally recognize the 'community animal' — the stray dogs and cats that neighbors feed and shelter — and give them legal protection. The proposal asks caregivers to provide food, water, vet care, and safety, and calls on municipalities to run vaccination, sterilization, identification, and responsible-adoption programs with animal-protection groups. 'Community animals exist, they are present in our streets, and though long forgotten, they deserve to be named and protected,' Arreola said.
